Minutes of the planning meeting of Bursledon Parish Council
held on Wednesday, 9th June 2010 at the Village Hall,
Long Lane, Bursledon at 7.00 p.m

1.  Apologies for absence
 
Apologies had been received from Cllr Allen, Cllr Clarke, Cllr Craig, Cllr Holes, Cllr Millar, Cllr Milne and Cllr O’Sullivan.

3.  MINUTES OF THE MEETING 12th May 2010
 
Cllr Moneypenny proposed, Cllr Woodhouse seconded and 5 Members voted unanimously to agree and sign the Minutes.
 
4.  MATTERS ARISING FROM THE MINUTES OF MEETING OF 12th May 2010
 
There were no matters arising.
 
5.  Planning applications received from Eastleigh Borough Council
 
5.1  Hacketts, High Street, Bursledon – Single storey & 2 storey front & side extensions & single storey rear extension, with 1no. Rear balcony & new roof to existing front extension, following demolition of existing porch, conservatory & pergola & formation of hard surfaced tennis court with 3m high plastic coated chain link fencing and retaining wall.  Case Officer:  Narinder Phagura.  Case ref:  C/10/67115.
 
John Wood has lived 20 years in Lattice Cottage adjacent to Hacketts and agreed, good footprint.  Mr Wood was representing Mrs Blackmore who lives at Dale Cottage who felt the tennis courts should be on the Jolly sailor side of the property.
Cllr Moneypenny read the letter from OBAG – Anna Poland, in brief the letter had no objection to the building extension, but felt that the proposed siting of the tennis court would unduly disturb the neighbours. Both of whom have small gardens.
 
In particular the nearest garden to the tennis court is Woodbine Cottage.  OBAG felt that there were other sites at the bottom of the garden that could be a worth investigating.
 
OBAG put forward Planning Policy 59BE.
 
David Dunn – Woodbine Cottage felt the tennis courts too close to the mutual boundary.  Present residents very quiet but house could be sold on and the tennis courts would remain. David Dunn also objected to the proposed raising of the roof line on the two garages.
 
Cllr Misselbrook asked for footprint increase.  Owner Mr Michael Ewart-Smith advised footprint had increased by 5/10%.
 
Cllr Woodhouse agreed application for dwelling acceptable but the concerns of the neighbours needed to be taken into account.
 
Cllr House questioned if hard surface tennis court was acceptable in conversation area.
 
Cllr House proposed DO NOT OBJECT to the application for the alternations to the dwelling.  Cllr  Lippold seconded.  But TO OBJECT to the fencing on Policy 59BE and Conversation Area Policy 169.LB.  5 Members voted unanimously on the above decisions.
 
Paul Mcleod from Hype at Hamble wished to Thank BPC Council Members for all their help and support that they had given him over the last 8 years.  He is now moving to Wildern in Hedge End.
 
5.2  Camelia Cottage, Dodwell Lane, Bursledon - Application to replace an extant planning permission in order to extend the time limit for the implementation of planning permission F/07/59612 for the construction of 6no. 1 bed & 8 no. 2 bed flats in a two storey block with new access, car parking, retaining structures, landscaping & re-siting of bus stop with shelter, following demolition of existing dwelling and felling of trees.  Case Officer:    Dawn Errington.  Case ref:  F/10/67288.
 
Peter Doorman – Heather Gables developers are working on Camelia Cottage.  A Block of flats would not fit in Dodwell Lane and cause added traffic problems. David Brand – Long View had been to see neighbour and Peter Doorman from Heather Gables and had been advised that that there was no intention of building flats.  Application was to refurbish existing house and build two new houses.
 
Cllr House advised they were asking for extension of time limit which could only be applied for on one planning agreement and not a mix of two planning applications
 
Cllr Lippold proposed DO NOT OBJECT, Cllr Moneypenny seconded 4 Members voted in favour with Cllr Woodhouse Objecting.
 
5.3  Devonia, Hamble Lane, Bursledon – Construction of detached three bed dwelling with double garage, landscaping, alterations to existing access & parking & elevational alterations to existing dwelling.  Case Officer:  Andy Grandfield.  Case ref:  F/10/67270.
 
Cllr Moneypenny proposed DO NOT OBJECT, seconded Cllr House 4 Members voted in favour with Cllr Woodhouse Objecting.
 
6.  Planning decisions notified by Eastleigh Borough Council 
 
6.1 Serenity, Heath House Lane, Hedge End – Single storey rear extension & 2no. Dormer windows to front.  Case officer:  Nicola Reid.  Case ref:  F/10/66844.  PERMIT
 
6.2  Ardencaple, Bridge Road, Bursledon – Construction of car port & alterations to garage to provide first floor loft room & modification to drive.  Case officer:  Narinder Phagura.  Case ref:  F/10/66953.  REFUSE PLANNING PERMISSION
 
6.3  The Old Rectory, School Road, Bursledon – Notification of intent to fell 1no. Oak tree & 1no Beech tree & removal of lower limbs on 1no Maple tree.   Case officer:  Tessa Judd.  Case ref:  N/10/66990.  RAISE NO OBJECTION
 
6.4  Lowford Studio, The Old Bakery, Portsmouth Road, Bursledon – Change of use from bakery to photographic studio.  Case Officer:  Narinder Phagura.  Case Ref:  F/10/66419.  PERMIT
